Do not honor
The issuer refused without saying why. It is the most common decline and usually hides a risk rule, a limit, or a temporary block on the card.
What to do
Retry once later or through another provider, since issuers often approve the second route. If it keeps failing, ask the shopper for another card or to call their bank.
